In early 1991, OECD called for a reduction of the pollution burden as one
of the major goals for the 1990s. To encourage pollution prevention efforts,
the OECD Pollution and Control Group undertook an effort aimed at accelerating
pollution prevention and reduction by examining mechanisms for compiling
and publishing data about pollutant releases and transfers, i.e. pollutant
release and transfer registers (PRTRs).
The Guidance Manual for Governments published in 1996 offer an effective
support to implement a PRTR system. Besides the review of Guidance Manual
the possibilities of implementation of PRTRs in Hungary was also discussed.
